Programme Commercial Lead – Large-Scale Clean Energy Infrastructure Projects

Programme Commercial Lead sought to join an Independent Power Producer who develop, own and operate large-scale energy infrastructure projects. This role will lead the commercial function for a programme of cutting-edge clean energy projects with total capex approaching £2bn, acting as a key leader in the delivery team. You will be responsible for the commercial activities of large-scale civil infrastructure projects from early-stage supply chain engagement through procurement, execution and final settlement.

Key Responsibilities will include:

  • Lead the contract administration and cost management resources within the project team.

  • Develop cost and contract procedures for the project and upskill/develop existing staff to ensure compliance and well administered contracts.

  • Oversee development and maintenance of a project cost plan throughout the project lifecycle.

  • Undertake monthly cost assessments against contractor progress and programme. Including assessment of KPI performance metrics and pain/gainshare assessment.

  • Ensure that each contract package documentation is of the right quality and that bidders provide adequate insurances, bonds, guarantees complying with all applicable codes or other requirements as required by the contracts or laws including maintaining records.

  • Develop and manage internal cost recording, reporting and contract compliance.

  • Lead the risk management process by managing the EWN process including risk reduction meetings.

  • Manage the monthly certification and payment process, overseeing the review of validity of contract application for payment.

  • Manage the change control procedure, control of all documentation and correspondence relating to change.

  • Maintain the project risk & opportunity register including assessing the cost impact of each item with a particular focus on identifying and delivering efficiencies in project delivery.

The successful Commercial Lead should bring:

  • Experience of working for a Tier 1 Contractor as Principal Contractor.

  • Experience in managing medium to high complexity packages with values greater than £200m.

  • Cost planning and commercial management experience within private sector preferable.

  • Experience running several high value projects simultaneously.

  • Experience in forming and administering NEC contracts specifically NEC Option C Target Cost.

  • Excellent supply chain and stakeholder management skills with experience in commercial negotiations to achieve optimum value for money.

  • Exposure through the full life cycle of a major infrastructure project (ideally more than one). MegaProjects experience working on projects over £1bn desirable.

  • Experience in Scope preparation, evaluation, contract formation / negotiation / award, administration and management through execution / build, settlement / financial accounts.

  • Experience in tender preparation, evaluation and negotiations.

  • Good leadership skills including leading/developing a commercial team / quantity surveyors

  • UK and International experience

  • Energy or power industry experience valuable.

  • Demonstrate familiarity with heavy civil engineering and heavy plant and equipment works.

  • A Good reputation within the construction industry.
